Michele Carpenter

Senior Vice President and Managing Director

Michele Carpenter serves as Senior Vice President and Managing Director of IntegriGuard, HMS Holding Corporation’s Federal Business Unit.  In this role, Michele leads all aspects of the federal programs unit, including operations, contract administration, finance, business development, and marketing. Based in Washington, DC, Michele directs IntegriGuard’s efforts on successful contract performance and incremental growth across all federal health organizations.

Before coming to IntegriGuard in 2009, Michele spent the previous 10 years working in the federal health market, most recently with SAIC where she successfully led the growth of business for the Health Solutions Business Unit.  She also worked with federal health clients while at Perot Systems and Electronic Data Systems.

Michele earned a Bachelor of Science degree in Textiles and Clothing Merchandising, with a minor in Marketing and Statistics from the University of Tennessee.

Lori Craft

Senior Director, Medical Review Services

Lori Craft provides leadership and oversight to IntegriGuard’s medical review staff and services as required by IntegriGuard’s federal government contracts.  Lori’s extensive healthcare financial experience includes strategic planning and budgeting, financial analysis, management reporting, high-performance team building, and effective audit program development.

For more than 17 years prior to joining IntegriGuard in 2008, Lori served United Healthcare and Mutual of Omaha in various financial leadership roles, including Director of Vendor Management and Medicare Audit and Recovery as well as Medicare Audit and Reimbursement Regional Manager.

Lori earned a Bachelor of Science degree in Business Administration in Professional Accounting as well as a Masters of Business Administration degree from the University of Nebraska at Omaha.

Charles Potter

Director, Audit Services

Charles Potter is responsible for all healthcare benefit and program integrity audit staff and services required in IntegriGuard’s federal government contracts.   Charles’ specialized Medicare expertise honed over 36 years includes directing all phases of fraud and abuse audits, including managing onsite audit teams; implementing data analysis methodologies; conducting field investigations; collaborating with federal, state, and local law enforcement officers; and providing expert testimony to federal, state, and local courts.

Since 2003, Charles has managed and directed IntegriGuard’s Midwest Integrity Center, which provides Medicare program integrity services as a federal contractor to the Centers for Medicare & Medicaid Services (CMS).  Prior to joining IntegriGuard, Charles managed Mutual of Omaha’s Benefit Integrity Medicare Fraud Cost Report Unit as well as its Medicare Audit and Reimbursement Home Office Operations.

Charles earned his Bachelor of Professional Studies degree Business and Administration from Bellevue University. In addition, Charles has been designated as an Accredited Healthcare Fraud Investigator by the National Health Care Anti-Fraud Association (NHCAA). 

John Morrison

Director, Investigation Services

John Morrison provides oversight to all federal contract investigative staff and services. 

John has more than 29 years of law enforcement experience. Of his 23 years with the Federal Bureau of Investigation, 17 were exclusively involved with investigating and leading healthcare fraud investigations. John has served in a management position for the past nine years leading daily operations to address crime trends impacting healthcare.  He created and oversaw Chicago’s first multi-agency Health Care Fraud Task Force successfully negotiating agreements between state and federal agencies. In addition to healthcare fraud, John also developed strategies to address trends impacting white collar crime fraud, and international organized crime.

John holds a Bachelor of Science degree in Law Enforcement Administration from Western Illinois University.
